Eureka 2019 conferentie: baanbrekende innovatie vereist start-up financieringsmentaliteit

Vorige maand nam het HighTech Specialistenteam van Leap deel aan de Eureka Stakeholder Conferentie in het DeLaMar Theater in Amsterdam. Van juli 2019 tot juni 2020 is Nederland voorzitter van Eureka: ’s werelds grootste partnerschap voor innovatie tussen Europese overheidsorganisaties en een programma voor innovatieve, marktgerichte en op samenwerking gebaseerde R&D-projecten.

Eureka omvat programma’s en netwerken zoals Eurostars, ITEA3 en PENTA. Eén van de belangrijkste prioriteiten van dit Nederlandse voorzitterschap is het ontwikkelen van het Eurostars-3 programma voor de periode 2021-2028. Om deze reden heeft Leap tijdens de conferentie deelgenomen aan de discussie over hoe het financieringsprogramma van Eurostars in de toekomst moet worden georganiseerd.

Wat is het belang van Eurostars in het innovatielandschap?

Over het algemeen is het publiek tevreden met het huidige Eurostars programma. Het gemiddelde slagingspercentage bij eerste indiening is 30%. De belangrijkste redenen zijn: 

• de focus ligt op marktgerichte technologische ontwikkelingen;
• de projectcoördinator is een R&D intensief mkb; 
• het netwerk bevordert innovatie en verbindt de hele EU-waardeketen.

Wat kunnen we verbeteren: opschaling en snelheid

Constantijn van Oranje (TechLeap): “Technologie en het vermogen om deze in de markt te introduceren en op te schalen, is een wereldwijd strategisch spel geworden waarin Europa een proactieve houding moet aannemen in het definiëren en verdedigen van zijn eigen belangen, evenals het opbouwen van zijn capaciteiten en middelen”. 

Om dit mogelijk te maken, zijn de belangrijkste aanbevelingen voor het Eurostars programma:

1. Het beoordeling- en toekenningsproces duurt te lang voor marktgerichte technologische projecten. “Baanbrekende innovatie vereist een start-up financieringsmentaliteit“. Advies is om het financieringsproces van het Eurostars programma te vereenvoudigen/versnellen. 
2. Eurostars moet het mkb ook ondersteunen bij het nemen van de volgende stappen op de markt. Dit onder meer door coaching, de koppeling met grote bedrijven en financiering voor commercialisering.  
3. “Het programma dient de focus te leggen op flexibele, bottom-up, multi–technologie en door de industrie aangestuurde projecten.” 

Oproep aan bedrijven

De innovativiteit van Europa hangt niet alleen af ​​van de financieringsprogramma’s, maar impliceert ook een veranderend denkkader van Europese technologiebedrijven. Constantijn van Oranje: “… technologiebedrijven hebben vanaf het begin een Europese focus nodig. We denken te veel stapsgewijs. Denk vanaf het begin internationaal en vervul niet enkel de behoeften op de korte termijn.”

Eureka 2019 conference: breakthrough innovation needs start-up funding mentality

Last month, the High Tech Team of Leap participated in the Eureka Stakeholder Conference in the DeLaMar Theater, Amsterdam. From July 2019 until June 2020, the Netherlands is chairing Eureka, the world’s largest partnership for innovation between European government institutions and a program for innovative market oriented collaborative R&D projects. 

Eureka comprises programs and networks like Eurostars, ITEA3 and PENTA, which also have grant budgets of their own. One of the main priorities of this Dutch chairmanship is to develop the Eurostars 3 program for the period 2021-2028. For this reason, we joined the conference discussion on how to organize the Eurostars funding program in the future.

The importance of Eurostars in the innovation landscape

In general, the audience is satisfied with the current Eurostars program. The average success rate of first time Eurostars applicants is 30%. The main reasons are: 

• the focus on close to the market projects; 
• R&D performing SMEs are in the lead;
• the network fosters innovation and connects the entire EU value chain.

What can we improve: Scale and Speed

Constantijn van Oranje (TechLeap): “Technology and the ability to apply it and upscale has become a global strategic game in which Europe needs to be much more proactive in defining and defending its own interests, as well as building its capabilities and assets.”

In order to do so, the main recommendations for the Eurostars 3 program are: 

1. Technology innovation is out-pacing the decision timelines. “Breakthrough innovation needs start-up funding mentality”. The Eurostars program needs to simplify the funding process. 
2. Eurostars should also facilitate the support for SMEs to take the next steps to the market. This should be done through coaching and mentoring, the link with large companies and funding for commercialization, amongst others. 
3. “The Eureka program should emphasize on flexible, bottom-up, multi-technology, inter cluster or outside cluster, industry-driven projects.”

Call to companies

The innovativeness of Europe does not only depend on the funding programs but also implies a changing mind frame of European tech companies. Constantijn van Oranje: “… tech companies need an European focus from the start. We think too incrementally. Think internationally from the start and do not only fulfil the short term needs.”
